Works for me in 3192, didn’t check in 3191.

The Scale Tool does not constrain with Shift currently, yes. But scaling with the bounding box (Cmd-Shift-B) does. That can be your workaround until the tool gets fixed.

Sure but I can’t rotate properly either at the moment as there’s no bounding box rotation.
