G4: Scale in the Transformations sidebar doesn't accept decimals

Decimal numbers in the sidebar scale field are rounded to whole numbers.

This annoyed me, too. Although this is only for the two resizing fields, the rotate and shear fields all work with decimals.

Fixed it. Two fractional digits now.

I also wish that that entire palette was a bit larger. Those icons are pretty small for my old eyes.
