The custom increment setting works fine, but my expectation was that adding Shift or Command would multiply the increment by 10 and 100, not the unit. With a grid spacing and subdivision set to 1 and 10 respectively, and a custom keyboard increment of 0.1, one arrow step takes me one minor grid square, but Shift + arrow takes me 100.
