can’t figue out how to create numbers. There are’t any slots to fill them in.

There are no slots to fill something in. The basic letters are just pre generated.
This is a help topic covering that: “How to generate new glyphs”.
the easies way to generate missing glyphs is from the sidebar. Open a category (in this case the Numbers). All entries with a badge have a context menu. In the popup window you can select the glyph names and hit Generate.
