Outline overlap problem for each layer

Hello there,

Why is the outline of the second layer activated together in the first layer?
I want to fix the second layer’s outline as a background.

You probably have the tool Select All Layers (Shift-V) active. Switch it back to the normal Select tool, and it should work as expected.
