I created an Outline weight that is based the Bold weight. In Glyphsapp they align perfectly one on top of the other but once I export the font they do not align in Illustrator & Photoshop, and I can’t get around this problem. I tried even offsetting all the letters manually but it did not help. Help. please.

The Illustrator baseline offset setting fixed the issue like a charm, but also Photoshop has that same issue.
Do you know happen to know how to fix this in Photoshop?
Have you checked your paragraph and your text settings? In Photoshop, there is also the question of pixel and fractional positioning.

If you’re planning to release the font, then it is probably a better idea to do the very-small-path hack as described in the tutorial. Or be prepared to answer a lot of support mails otherwise.
