The PS autohinting of “exclam” seems correct, but the hinting which applies to the rotated ”exclamdown” after decomposition seems wrong. See images attched.

One (almost) unrelated thing: When building a exclamdown, you should rotate 180° or flip in both directions.
Why?
In this case it doesn’t matter much, but it is a good habit to always rotate instead of mirroring.
