Punctuation anomalies in "Instances" (Interpolations)

My fonts exported from my Masters are just as I expect, but the double quote marks exported from “Instances” (interpolations to create additional “widths” or “weights”) are mangled. Is there a work-around or fix?

You need to make sure your paths are in the correct order. Use the Filter > Shape Order filter to check this.
