Ruby characters

Hello. I’m a programmer with some typography design skills. I’m looking for a way to automate the production of “Ruby” characters (Ruby character - Wikipedia)

I want to start with a simple mapping of Unicode code points to the text that is to be superpositioned, and then have a script generate the whole thing, taking Latin characters from one typeface, composing the text properly with kerning, then positioning it on top of the non-Latin character from another typeface.

Can Glyphs do this?

 This is not the job of the font. A Lay-out Engine would need to take care of this.

Everything else, yes. I don’t think that there are any special technical requirements for the Ruby letters.
