SVG icon font without fallback layer?

For an icon font (SVGs) that will use ligatures to substitute characters for a glyph,

Do I need the fallback layer? Is it safe to delete or get rid of it?
Can I leave it blank and only fill the “svg” one?

There are still environments that don’t support SVG fonts. And there are situations where OpenType features don’t work. So you show at least something.

all the SVGs use color, and must be displayed with color, so will add a placeholder to inform about it.
