"The path in glyph has attributes that can’t be saved as format 1" despite being normal path

Looks normal to me, what’s the issue?

The path has an identifier of ID0x7fa41cfccc20. Not sure how you set it (maybe via a script)? You can see it when opening the file in a text editor, line 47–49. Delete those lines and the attribute is gone, or use the Glyphs Python API to remove the attribute using a macro.
