After last update my plugin act diffrently

My StemThickness-reporter-plugin act strange after last update (2.3.1 (919)) :
MOUSEMOVED calculates cursor’s position only if User is holding down/clicking left mouse button. I noticed that crosshair reporter has the same problem.
Is there any way to make it act normally again? By normally I mean that MOSEMOVED calculates cursor’s position everytime when cursor moves.
