I am going to assume the answer is no, but then again I have learned that I know so little!
Is it possible to program a font such that is will kern between the italic and regular face? So that I can solve within the font a problem such as f)?
This is not possible, no.

Only possible if kerning is handled outside of the fonts, like with Adobe’s Optical Kerning. But then again, you don’t have to worry about it as it is the user’s responsibility to know their software.
