It only works when the shift key held down. I checked Mac OS shortcuts, glyphs shortcuts, tried on Safe Mode, turned off the Zooming feature from accesibility nothing helped. Also, I was using 3216 then updated to 3217 still it exists
Most likely, Ctrl-←→ is set to something else. I would expect System Settings > Keyboard > Keyboard Shortcuts > Mission Control > Mission Control:
Best to disable all Mission Control shortcuts.
Also, double check if the Ctrl key is not rerouted to something else in * System Settings > Keyboard > Keyboard Shortcuts > Modifier Keys:*
