I’m curious if font design allows for the ability to control underlining. Could the designer specify which parts of the text should be underlined, ensuring that it doesn’t overpass all the letters?

This isn’t something you can control from within the font, no. You can only control some attributes such as line height and thickness. The rest is up to the programme in which you set your text.
