Double unicodes disabled in Adobe-Identity-0

For fonts with ROS set to Adobe-Identity-0, glyphs with double unicodes will be single unicode in the exported font. Double unicodes will be maintained if ROS is not set. Is it a bug? Is it a specification?

This is a bug. I’ll have a look.
