Instead of using a general number, it would be helpful if we could type in a desired stem width for each weight. This would make results more predictable.
I do that all the time. Use a value that is relevant in your design in the master and instance setting. Then add an Axis Location parameter to map them to the desired external values.

Bear in mind that you can use whatever values you want. It is a general practice to use the stem width in units as the value for the weight axis. You don’t need to use 400, 700, 900 etc., you could even use 1, 2, 3 if you wanted. All that counts is the ratio between the values.
In the static instances, you set the weight class with the corresponding drop-down selection. In variable fonts, as Georg said, use the Axis Location parameters. Set them for all masters and all instances.
