Would you consider adding a font preset’s feature if not available into Glyphs as a starting off point for a typeface, or what method would users suggest for setting up a new typeface regarding baseline,X-height,decenders, ascenders,and its associated measurements as a best practice.

While the app could have some defaults as a starting point they can only be general in nature. I suggest that you also study what commercial vendors have done with their designs by opening their fonts and looking at those values. Once you have done that, you could make an empty template font for your own designs and just reuse it with adjustments each time.
