I could resolve that issue. I have to interpolate the letter U again than I interpolate again the Ü.
Why do you have so many masters? In a weight range like that, you might be fine with two masters (and maybe intermediate layers in some glyphs) or at most three full masters.
Do you have all the anchors placed and centered uniformly?

I though I need the layers to create different font weights, when I not using variable font. My goal was to create a single glyph file for variable and normal font. Or I’m wrong?
No. You only need to create instances in Font Info > Exports. Those are used both for static and variable fonts.
