When I open a UFO with Glyphs 789 it seems the kerning is not imported at all.
This is a fairly recent bug. If I open the same UFO with version 752 (the most recent of my Glyphs.app backups) the kerning is correctly imported.
To narrow it down: kerning import from UFO still works in version 768.
I fixed it.
