That is the Annotation tool you are missing. Mine is there in 3404.
For me the Annotation tool is also not visible.

Sequoia 15.3.2 too. Updated before cutting edge.
On my 10.13.6 machine the tool is there as previously reported.
On my 15.3.1 machine, it is missing as others reported.
I get “these glyphs are not compatible” errors on some composite glyphs when exporting a variable font which worked without error in build 3402.
Also, the “incompatible masters” marker does not go away even when I fix the compatibility of glyphs. Only after closing and reopening, the glyphs are not marked as incompatible anymore.
I’m trying to fix a bigger bug and it seems I added a few smaller ones on the way.
I still get this in build 3405.
Fixed it for 3406 that I’m about to upload.
The “Decompose Glyphs” custom parameter in variable export doesn’t work in 3405; it works in 3402.
3406 is out.
