i have mac os version high sierra, and wanted to know that if it’s possible to make an arabic/persian font fully functional with that version?
macOS 10.11 is El Capitan
macOS 10.13 is High Sierra
Glyphs does run on macOS 10.11, but note that macOS 10.11 was released over 10 years ago, so expect text handling in the operating system to not be up to date with modern requirements.
I would recommend macOS 10.13 as a workable minimum, with macOS 11 as good minimum.

Not that I am aware of. Glyphs features work across all supported OS versions, with very few exceptions.

Do you mean that you can make a font on that only system or if that system supports arabic fonts in general? The later would more depend on the app you are trying to use.

for me, it doesn’t matter if some apps cannot support arabic fonts
for example my target audience is graphic designers so the app would be illustrator or photoshop
but my main question is, can Glyphs compile the arabic fonts properly?
fontlab has problems with compiling the mark positioning and mark to ligatures
