My question concerns Glyphs only indirectly, but I’ll ask it anyway: Is manual ttf hinting still technically necessary and common?

Rarely.
All the client projects I had recently were either unhinted OTVARs, or ttfautohinted static TTFs. No one complained.

There are places where some light hinting for zone can get you a slightly sharper appearance. Some people think that is important, others not. Try it and see if you like it or not.
