Why is there a maximum number of color palettes? I need more – and would like to avoid making several files

Can you tell why you need so manny palettes?
I have a color font in 2 layers that I need to export in 28 different color combinations – and it would be fastest to make all palettes and instances in the same file rather than having separate files. That is at least my reasoning.
