When I right click a path using strokes with a height and width set, and select “Expand Outline” from the context menu, no on-curve points are retained, everything becomes an off-curve point. Whereas selecting “make stroke” in the Offset Curve filter will correctly maintain these points

Do you mean corner/smooth points rather than on/off-curve points?
