Rlig and localized forms

I want to use the rlig feature (instead of liga) in a latin font, because then the ligatures are always active, also in applications where ligatures are turned off. But now I find out that these ligatures don’t work in InDesign when I select a language for which the font contains localized forms (for instance the i_j ligature in Dutch). I tried to change the order of the features in the font, but that doesn’t solve the problem. Is there a way to combine rlig and locl features?

Normally, moving the rlig feature above of the locl feature should fix this.

Try the font in FontGoggles. It will show you quite nicely what substitutions are happening.
