Scaling of glyphs outside of Glyphs

Is there a possibility to overwrite the settings, so a glyph is not scalable no matter the size outside of Glyphs?
e.x. I want the bulletpoint to be the same for every sub - so it’s the same size for a heading that’s 48 pt. and a sub that is 12 pt.

This is possible for the user, e.g., in InDesign, but not from inside the font.
