I’m running 3.2 on both desktop and laptop. When I select an area or path on my desktop machine, I no longer see that ghostly eight-handled marquee that lets me scale & distort. I see it fine on my laptop. Have tried quitting and restarting as well as restarting the computer.
You probably have the bounding box disabled. See the Handbook for details:

As a rule of thumb, if there is something you don’t see which you want to see, or vice versa, take a look in the View menu.
