Serbian and Macedonian Italic

I have trouble understanding what the section ‘Serbian and Macedonian Italic’ is exactly for.
Do I create these letters only in the italic version of my glyphs file and leave it blank in the upright?

Example: The upright variants of г (0433) are the same in Serbian and Russian, but in Italic they differ, so for Italics you need an additional glyph.

And why are the upright names in German, but the italic names in English? Missing entry in the German translation?
