SVG Color Font Counters Don't Work?

I made a simple test following the guide here using the “Option C: native Color layers” method. Here are the files:
test.glyphs (1.9 KB)
ColorTestFont-SVG.otf.zip (1.5 KB)

But I don’t get the colour results in InDesign 2021, or Illustrator 2021:

Note that the counter also doesn’t render properly in Glyphs app:

What am I doing wrong?

Inner contours in Color layers

Select both paths and apply the same fill to both.
