Switch "Single Substitution Format 1"to "Single Substitution Format 2"?

I have received a requirement from my developer, which requires me to change all alternate forms from the current “Single Substitution Format 1” to “Format 2”. They said this will make their development quick and convenient. Is there some way to make this in Glyphs? Or do I have to work on the external tools?

I wonder why that is? There is no way to choose that right now. The compiler will always pick the most efficient lookup type. What you can do is to avoid the conditions that are needed for the type 1 subtables by slightly changing the glyph order of the input or output glyphs.
