Can I make a tracing font for elementary school kids in glyphs app? This is the type of font that consists of dots or dashes for the letters and sometimes has arrows and numbers directing how to trace the letters.

This is possible. To draw dotted lines, you can use components for the dots and also for the arrow and other annotations.
For dotted lines there is a plug-in called Stitcher. And for the arrow, I would use a component.
