V diacritic in Arabic

Hello, I’ve noticed that now there’s a new diacritic with V shape for some Arabic glyphs. I’ve never seen it before and is not even available as diacritic in order to make it a component. Can you please explain?

Hi, it is used in “Sorani Kurdish”, like:
ێ ۆ ڵ
[Vabove-ar | Unicode: 065A]
